OCFC Guide Finalized

After the senatorial elections and the new Chair was chosen, the OCFC guide was finalized. This allowed the new chair to be able to start preparing for the OCFC process before C-Term begins. The guide detailed how to perform every aspect of the OCFC process. This will make budgeting more efficient and easier on SGA and budgeted clubs.
